The Institute offers information and PR support to projects aimed at increasing the role of arts and culture in regional economic development and attracting the attention of an international audience. The Institute assists the development of professional communications between authorities, state and public cultural institutions, NGO’s, and business sector organizations.

The Institute for Cultural Programs has developed a system of continuing education which consists of three mutually connected components: raising the skill level of personnel employed in city cultural institutions, additional education and professional training on the basis of long-term and short-term modules.

The educational activity of the ICP is aimed at the perfection of professional knowledge and skills, and at training the managerial staff for cultural institutions.

For several decades the ICP had been a member of the European Network of Cultural Administration Training Centers (ENCATC) and has taken an active role in cross-cultural educational programs.

The ICP has a long history of cooperation with the leading educational and cultural organizations in St. Petersburg.

Since 2010, the Institute for Cultural Programs is running a new subdivision - Institute of Peter the Great.

The main task of the Institute is the study and promotion of the heritage of Peter the Great in the fields of culture, education, liberal arts, which were understood as a set of ideas and traditions, claiming the European choice of Russia, its commitment to principles of the European Enlightenment and the cultural community, while preserving the national identity of Russia.

The ICP prepares approvals from St. Petersburg executive bodies and provides consultation and support for film crews.
